WarpKari
A lot of information is available about the tools and techniques used in compromising networks., yet modern networks still continue to be vulnerable. What do you think are the reasons for such a paradoxical situation in which security systems continue to fail? Any personal recommendations/suggestions for improving this situation? Btw, I am doing a small research on this subject matter, so your views will be of much help and will be very appreciated. Thanks

Jon
As macodin said, it comes down to human error. As long as we are human, our systems will be flawed. IT security is a game They WANT to break your system, if you improve it, it becomes their business to break into it. Systems dont tend to fail, specific components fail. You'll get about 2 other decent responses, and the rest will be useless unexperienced comment. I suggest posting the same question at arstechnica. Neowin doesn't have a big security orientated readership.
