Mod vs. Engine

I want to make a game using the source engine as a HL2 mod and was just curious as to what the fully licenced engine can do, that the HL2 SDK cannot? Basically what makes a mod different than an engine?

Licensing an engine gives you the right to the engine, to make whatever kind of game you want with it, to sell that game, to modify the game engine and any features you want (within contract), etc.

Mods make you use the engine and what you get is what you're stuck with. You can't advance the engine at all, unless they release the engine for free to the public (which I have never seen happen). It's probably a better way to start off, though.

Also im guessing the source code will cost $400k+

Engines arnt cheap!

with a mod you are limited. but if you have the source code of the engine you can totaly change the game.

Yeah, this is what I know already. What I want to know is what is a mod limited by compared to full engine licencing. I know I will never get the full licence but Im just curious, because even with full licence you dont get the full source code (or do you?). Anyway, Im looking for some more specific info.

It's limited because you can't change the engine at all, you're stuck with it. It's pretty much only skins and models. If you license the engine, then you can do whatever the hell you want to it ;) Case in point: Valve's Half-Life engine (Quake).
