Create a database and user in PHPMYADMIN, and grant the database user permissions.
Upload vBulletin via FTP.
Install it, with inserting the DB details when its required.
DONE!
Would this work?
I wanted to use Webmin, but it doesn't work well with Apache unless its configured in a certain way.. is there any alternative to webmin which runs perfectly under apache out-of-the-box?

I was thinking of starting a small forum, and my main server runs Windows Server 2003 Edition.. how would I go about doing this?
My first idea was this -
Install XAMPP (http://www.apachefriends.org/en/xampp.html)
Create a database and user in PHPMYADMIN, and grant the database user permissions.
