What are you using to automatically setup WHM accounts? Is it WHMCS?

Pending on the features your host allows for you, under Cluster/Remote Access you should be able to see Setup Remote Access Key. URL is something like domainexample.com:2086/scripts/setrhash. If you don't see that available either your host does not allow you access to it or fudged up the reseller permissions on their end.

Who is your host?

Alright so your problem is just how to USE it then? If you want to automate account creations then you have to have a script in place to do it for you. You should just go with WHMCS to manage your clients, accounts, support tickets, billing, et al. For a cheaper license, look at Licensepal :).
