0 jwt
http://one.com is cheap, as for good, well depends what you need it for... possibly not the quickest host... What you require sound like one of my websites at the moment... http://johntownshend.com uses one.com and it seems fine: It has php stuff as well in case you change your mind. I used this: http://jemturner.co.uk/scripts/free-php-mail-form/

Could anyone recommend someone good and cheap? By far the cheapest I've seen with "unlimited" bandwidth and space: SiteGround If you get it through the referral link, you get a year's hosting with a domain name for the price of two months. It is renewable for the discounted price. $24.90 total.
0 Asharae
Something to keep in mind, cheapest isnt always the best, they are going to make up for slashing that cost somewhere, make sure to look through EVERYTHIHG. I mean im using Fasthosts for my hosting, and I have no issues with them. The also have offers on all the time, give them a look... http://www.fasthosts.com

That's what I was wary about as well. Over the past 2 1/2 years I've gone over the CPU and processes limit at least 50 times. They never limited our features or even so much as acknowledged the incidents. I like 'em.
0 Cupcakes
If you need something cheap, why spend any money at all? You can just see if utilizing Google Sites. Otherwise I wouldn't mind donating some space/bandwidth for you (it's a LAMP platform) if you've got your own domain.
