From what I understand, thats file isn't really compressed, it's just 'not uncompressed' (double negative). I don't think you could really apply that to an ISO file ;). There used to be a webpage dedicated to this sort of stuff by several groups that used to do such content. Eventhough it's aged, it's always amazing to watch. It's all DirectX code, just efficient mathematical algorithms, that's all.
