I usually use Photo Filter > pick a colour and turn off Luminosity. Works nicely, but the colours are different compared to my Mac screen vs Windows desktop monitor.

Using Photoshop, I add a layer, fill with the desired color and change it's layer properties from 'Normal' to 'Color'. This way you retain your original layer for additional manipulations.

Side note: If the same color (and I mean exact same color by #) look that different on different monitors, then calibrate your monitors. There should be only slight variances at most when you are done. There are for-pay programs that help you do it, but there are a lot of web sites that take you through many of the same steps for free.
