Refresh rate compatible 28.90's

Euphoria sent us a mail letting us know that nvchips-fr have put up the latest nVIDIA (leaked) Detonator XP with the refresh compatible .inf

This will make it so that the latest drivers will work with the NVIDIA Refresh Rate fix program, that otherwise cannot detect your graphics card settings.

If you dont know what I am talking about or don't care, skip these drivers ;)
