Its 5 month old news. This has been a public download for everybody since then. Publish date means nothing, stuff gets reposted on the Download Center all the time.

There is none. As I said in another post, stuff gets reposted on the Download Center all the time; ISO names are even the same as the original ones released to *everybody* in April:
