It's a heck of a lot better than Fraps, that's for sure.
It depends, Fraps is better in some ways, Bandicam in others. Fraps needs a fast hard drive because it writes raw video. On the other hand, Bandicam needs a fast processor for encoding the video in real time.

On my laptop, the hard drive is too slow so I have to reduce the recording resolution in Fraps. But Bandicam doesn't encode quickly enough so I can only record at 10-15fps.
