Um...Can someone explain why I would want to place shortcuts on a screen full of shortcuts?

You can already drag them where you want.

I can't see any reason why anyone would want this, I especially can't see any reason why anyone would want to pay for the privilege.

Isn't this just Objectdock on the start screen, if so, why not just add the functionality to Objectdock?

The difference is that these shortcuts are static as you move around the start screen, so they are always there in the same area of your display regardless of where you are in the start screen, there are might be some other benefits but I haven't tried the program myself.

So it's for people that find it difficult to move a finger left or right across a touchscreen or someone who can't find the energy to move a scroll wheel on a mouse?

In other words it's for lazy people

It's basically the dock from iOS put into Windows 8.1. I personally think it's useless to have a dock, especially on a big screen of a tablet.
