This is not completely accurate. I also thought this but I was instructed by Torch browser that it must be installed into C:\Users\<user>\AppData\Local\ . Torch is not alone. If you look in that folder you'll see that many other apps use it, including other browsers. Torch is Chromium based and must be installed into this specific location (just like google Chrome). This is because these programs rely on per-user installation (not for all users on the same PC), and this is the current user's local folder.

This is a browser that makes all the choices for you - it installs where it wants, and disallows the user to set the path. That is, in itself, enough reason to not use it. Any software [other than the base OS] that thinks it knows more about where the install should be than I, as the user, is not worth my time.
