This app is fail to be sure, I even tried it on a VM for the lelz. It is telling that's there's a dearth of applications out there that simulate the Windows 8 Start Screen for prior Windows versions, but many that simulate the start menu for Windows 8.

fact, this looks nothing like windows 8

rectangles and squares..... check
bright colors...... check
full screen...... check

seems to be close in UI design to me

1. Font, wrong
2. Spacing and such, way off
3. Follows Metro Guidelines, no

It looks like the Windows 8 Start Screen at first, but when you use it, it's terrible.

I don't know why anyone would do this. Windows 8 is still dirt cheap if you are into that type of UI and you'd be getting the other under the hood improvements.
