Are ATI "cooking the books"?

ATi have done some tweaking to the drivers to speed up Quake 3 Arena - or more specifically, the Quake 3 engine. This reminds me of the earliest 3DNow! drivers from AMD that used to pump up Quake 2 significantly. Strangely enough, some people seem to think that"s a bad thing, using the notion that ATi are somehow cheating. What is cheating about improving drivers for a specific program? Nothing in my opinion. Better Quake 3? Yes please.
