Last week Microsoft confirmed that the monthly December 2025 Patch Tuesday update for Windows 10 under KB5071546 broke MSMQ (Message Queuing) functionality leading to several bugs and issues including
- MSMQ queues becoming inactive
- IIS sites failing with “Insufficient resources to perform operation” errors
- Applications unable to write to queues
- Errors such as "The message file "C:\Windows\System32\msmq\storage*.mq" cannot be created” when creating message files
- Misleading logs like “There is insufficient disk space or memory", despite sufficient disk space and memory being available
To resolve the issues, Microsoft has released new emergency out of band (OOB) updates for Windows 10 under KB5074976, KB5074975, and KB5074974. The changelog is given below:

[Message queuing (MSMQ) (known issue)] Fixed: After installing the Windows updates released on December 9, 2025, users experienced issues with the Message Queuing (MSMQ) functionality. This issue also impacts a clustered MSMQ environment under load. This issue might lead to message queues becoming inactive, messages about insufficient resources, applications unable to write to message queues, error messages about the message cannot be created, or messages about insufficient disk space or memory. Individuals using Windows Home or Pro editions on personal devices are very unlikely to experience this issue. This issue primarily affects enterprise or managed IT environments.
