I don't think it's an app, but a widget (or desklet, or whatever)...; dunno the app displaying it, as I could not identify it in the tray, but there is a very similar one for AveDesk; so check either Yahoo! Widget Engine or AveDesk for that kind of widgets on your desktop

That appears to be a widget of some sort. Like mentioned above, Yahoo! Widgets and AveDesk are the most popular; it might be from one of them.

It looks like the person took one of the many available weather widgets and shoved part of it off screen.
