Dual core problem

Hi guys im new here so forgive me if i have posted this in the wrong place :)

Basically in really confused, i just want to make sure i have two processors running, i am meant to have an amd dual core proccessor 1.9ghz, but in the device manager it says one of them cannot be started:

The one with the exclamation mark, this is what the properties says:

The wierd thing is in the windows task manager, under performence, i can see two graphs:
