Lets start with the basics...

Did you uninstall your previous graphics card drivers completely?? Like use one of the apps out there to completely remove them. That could definitely cause issues. Lets take it from there...

Hold on. I have not actually done so in a long time but there is also an app specifically for removing drivers, let me see if I can find it for you real quick. I know where to look.

EDIT WITH UPDATE - Try this app as well... Driver Sweeper

Not sure if there is a better app out there so if anyone else wants to reply with one feel free.

I just went to Guru 3D which is where I go for all my graphic card related needs, and the app I used to use, Driver Cleaner, has not been updated since 2006.

Hmmmm.

Just out of curiosity is V Sync enabled in the graphical settings for CS itself? Not sure where it is as not in front of my gaming PC right now, but should be pretty easy to find somewhere.

Check that out, and if it is for some reason, uncheck it.

Also how are you determining how many frames per second you are getting? Through the console command itself or an outside app like FRAPS?

That's odd. You should be getting much higher FPS at 1024x768. Try this:

  1. Uninstall your current NVIDIA drivers.
  2. Run Driver Sweeper and remove any driver leftovers.
  3. Reboot, then head over to NVIDIA's driver page and download/install the latest drivers.
  4. Reboot again and run the Counter-Strike: Source stress test.

EDIT: Whoops, I guess I took a little too long to post.

EDIT2: V-sync is disabled by default in Counter-Strike: Source and as far as I'm aware, the same case applies to NVIDIA's control panel. It's a feature that you have to manually enable. Basically, it caps your FPS at your current refresh rate (e.g. 60 Hz = 60 FPS).

What do you mean by "recovered my OS"? Did you run a repair installation? System restore, perhaps? I can't think of anything wrong with your setup. You should be getting more FPS in Counter-Strike: Source.

Besides what Anaron above said, not really sure until you definitely do that...

I also am curious as to what you mean by "recovered my OS" why did you have to do it?

It may be something with your entire system because as you said and was just said by Anaron, FPS should not even be an issue.

I Mean i did system restore back to factory settings, i was thinking i might have been using 2 much memory or had a virus which was lowering my FPS but nope, that wasn't the case.

Anymore Ideas why my FPS is so low..?

Not really that many other ideas, except one thing you said was interesting to me...

You said when you ran the stress test with your old card you got 140, but online you only got 40, so perhaps somehow your internet connection is the culprit. Not sure how or why, but that did strike me as odd... So have you tried connecting to the server that lists the absolute lowest ping when you search?

To be honest I am just thinking of whatever reasons it could be, but that one comment did strike me as odd. Chances are it has nothing to do with anything.

What PSU do you have?

Yep, always a potential culprit I would think...

What PSU do you have?

Now why didn't I think of that? :pinch:

The GeForce GTS 250 requires a minimum 450W PSU. I doubt a low-end Acer desktop has that. I think that might have been the problem after all.

250W... this is way under powered for that card!

And we have a winner! I just looked that up. A 250W PSU is well below the minimum requirement. The maximum power draw for the GeForce GTS 250 is 150W. That's 60% of the system's PSU being used by the video card alone.

I The server's i play in my ping is 30 - 40 and thats about the lowest it goes for me

on a side note, since your monitors refresh rate is probably at 60 or 70hz, why would it matter that much when playing a game that runs a 90 fps if you only gonna be able to actually see 60 or 70 fps only lol

mm maybe that statement is a little hard to understand so nevermind

ON TOPIC:

1. make sure you defragment your hard drive at least 1 time a month

2. make sure you have checked to see that you dont have any programs running in the background (i.e. anti-whatever scans and p2p programs especially)(by the way, ive seen turning off resident shield for your anti -whatever program can speed up loading speed ;) )

3. run msconfig and try to take off startup programs that you dont need and restart your computer :)

4. if its still at low fps, try using the latest beta drivers for your video card

5. still doesnt work??.. damn check for an updated BIOS, rarely thats a problem though

6. this is kinda advanced (not really, but some people think it is lol) but you might want to try to stop some services from "services.msc" - again rarely a problem ;)

Your FPS is fine.

You said in your first post: "I Am Currently getting around 60 - 90 alot of the time" When you say alot of the time you mean on average? In which case completely normal for a GTS 250 in Counter Strike: Source with all the settings on High except for AA/AF @ 1024x768

You are also not running your memory in Dual Channel this loses you some performance which would translate to maybe 10 FPS in maximum and almost no difference in Lowest or Average FPS.

I know your friend said he is getting higher FPS then you are with a 9600 but he is either running it at the lowest possible settings (apart from his resolution) or is stating the maximum he has ever seen his FPS reach (Walking through an empty corridor for example).

    • Samsung Galaxy Z Fold 8, Flip 8, Z Fold Wide: Everything you need to know The ONLY thing I need to know is the price, which I know will be way higher than I (and most people) are willing to pay for a phone... so basically nothing here I need to know. PS: Nice job getting that Apple reference to a non-existent and unrevealed product as "competition" in there. Cheque is in the mail.
    • Well I really think the repasting helped if your higher clocks have returned, maybe the next thing to look at is if there is a problem with your case airflow? I guess this because your 3080 has returned to optimal state, but is still staying too warm, which might suggest it was thermal throttling before you repasted, of which the only logical conclusion could be outside factors.
    • Samsung Galaxy Z Fold 8, Flip 8, Z Fold Wide: Everything you need to know by Hamid Ganji Galaxy Z Fold 7 - Image via Samsung The next generation of Samsung foldables is set to be unveiled next month at the second Unpacked event of the year. Samsung’s 2026 foldables are not expected to offer significant upgrades over their predecessors, with the Korean firm instead focusing on design refinements and conventional upgrades such as faster processors and better cameras. However, Samsung is reportedly planning to unveil an all-new passport-style foldable this year to rival Apple’s first foldable iPhone, which is expected to debut this September. Here’s a roundup of everything we know about Samsung’s upcoming foldable devices ahead of their official debut. When can we expect Samsung’s new foldables? The Galaxy Z Fold 7 and Z Flip 7 series were unveiled in July, and Samsung is expected to maintain this timeframe in 2026. Based on previous reports from Korean sources, Samsung will hold its Unpacked event on July 22 in London, UK, to pull back the curtain on the Galaxy Z Fold 8 series. The devices are also expected to hit the shelves a few weeks after launch. However, Samsung has yet to announce an official date. A new naming scheme? One of the most interesting changes we might see this year is a new naming scheme for Samsung’s latest foldables. SamMobile reported that since Samsung is expected to unveil three foldables this year, it has adopted a new naming strategy to simplify product identification for customers. Accordingly, the standard Galaxy Z Fold 8 will reportedly be called the Galaxy Z Fold 8 Ultra and will serve as the direct successor to last year’s Galaxy Z Fold 7. The “Ultra” suffix suggests the phone could feature higher-end specifications, such as additional rear camera modules. Samsung’s new passport-style foldable is expected to carry the Galaxy Z Fold 8 name without any suffix. This model is reportedly equipped with two rear cameras. No major changes are expected for the Flip model. Galaxy Z Fold 8 Ultra and Z Flip 8 anticipated specs Rumors over the past few months suggest Samsung is preparing several upgrades for its upcoming foldables, although the devices may continue to rely on larger batteries and faster charging speeds rather than dramatic design changes. The primary focus this year is expected to be the Galaxy Z Fold 8 and its wide-screen design. Galaxy Z Fold 8 Ultra official CAD renders - Image via AndroidHeadlines Here are the anticipated specifications for the Galaxy Z Fold 8 Ultra based on previous leaks: 6.5-inch outer display and 8-inch inner display, 120Hz refresh rate, and 2,600 nits peak brightness Snapdragon 8 Elite Gen 5 processor, paired with 12GB or 16GB of RAM and 256GB, 512GB, or 1TB of storage 4.1mm thickness when unfolded and a weight of 210g 200MP main camera, 50MP ultrawide camera, 10MP or 12MP telephoto camera, 10MP cover camera, and 10MP selfie camera 5,000mAh battery with 45W wired charging Android 17 and One UI 9 As for the Galaxy Z Flip 8, the device is not expected to be a major departure from its predecessor, although it could become slightly slimmer. Expected specifications include: Snapdragon 8 Elite Gen 5 or Exynos 2600 processor 12GB of RAM with 256GB and 512GB storage options 6.9-inch Dynamic AMOLED 2X inner dispaly and 4.1-inch Super AMOLED outer dispaly 50MP main camera, 12MP ultrawide camera, and 10MP selfie camera 4,300mAh battery with 25W wired charging Android 17 and One UI 9 Samsung’s foldables are also expected to launch with Gemini Intelligence, Google’s AI suite for automating tasks in Android ecosystem. Moreover, given current memory and component costs, some Galaxy Z Fold 8 Ultra and Z Flip 8 variants could see a price hike. Galaxy Z Fold 8 adopts a wide-screen design The centerpiece of the upcoming Unpacked event could be the Galaxy Z Fold 8, previously rumored as the Galaxy Z Fold Wide. This model adopts a passport-style form factor and is expected to compete directly with Apple’s iPhone Fold. Galaxy Z Fold 8 official CAD renders - Image via AndroidHeadlines Here’s what to expect: 7.6-inch primary OLED display and 5.4-inch cover display, 120Hz refresh rate, 2,600 nits peak brightness, and 4:3 aspect ratio Snapdragon 8 Elite Gen 5 processor, 12GB or 16GB of RAM, and 256GB, 512GB, or 1TB storage options 4,800mAh battery with 45W wired charging 50MP main camera, 50MP ultrawide camera, and 10MP selfie camera Android 17 and One UI 9 The three new foldable phones are unlikely to be the only devices unveiled at Samsung’s Unpacked event. The company is also expected to introduce the Galaxy Watch Ultra 2 and the Galaxy Watch 9 series.
