WLM9 & HP Webcam Issues

I am having a very annoying problem, and not even google is helping

every time i open WLM9, and try to video call someone or someone calls me, i can see the other persons cam, i can hear them, they can hear me, but they cant see me! first, when the video call conversation starts, there's a camera with a big red X over it, which doesnt need more then a thought to realise that WLM9 is not detecting the webcam.

so far so good, google found me a link where someone wrote that all i need to do is go to the Tools/Audio and Video setup, disable the cam, and then do the same thing again to enable it (without closing WLM).

now this fixes the problem temporarily, as soon as i close and open WLM, i have to do the same thing again and again.

what i could help you to help me:

Windows 7 x64 (Final) and in Vista SP2 x64, same annoying problem on both of them

and i patched it with the light patcher from patch.mess.be (but im quite sure that it happened without patching,
