It's exactly like iOS, except it's optimized to run fast on old devices while also introducing many of the features old iPhones can't get from the most recent iOS updates. However, I'm currently running iOS 4.1 on my iPod Touch 2G, and I have Backgrounder for selective multitasking and hacks to enable folders and battery percentages.
