Charging device beeping

The charging device for one of my digital appliances has this continuous long beep when plugged in. The part beeping is the part actually plugged into the wall.

It says universal voltage 100 - 240V (at first I thought it might be the wrong outlet)

"ITE power supply"

PRI: 100 - 240V ~ 50/60 Hz 0.8 A

SEC: 13V 0 - 2.3A (set at 2.0A)

Any ideas what this might be?
