The only thing I see on the right is "Sign in", as you can see in my screenshot.
There is no settings option anywhere on the page.
yes, there is, the wheel on the right, search settings, disable instant search.

You dont have to sign in. You have to make a search first and then in the search results, the cog shows up and then you can change it.
No you don't have to sign in. It SHOULD be to the immediate right of the sign in button.
Another way to edit prefs is to quit using it (Google) !!
As one poster said above, Googles annoying crap like this is what has made me NEVER use Google!!
