I'm almost certain that it starts out in the 40s - if I remember correctly, it spans quite a long time frame, into the 50s.

Yeah you're correct, starts in the early/mid '40s and goes on into the '50s.

You can pretty much go off and do what you want whenever you want, as long as you're not on a mission. The problem is, there's almost nothing else to do. Just think of it as a linear game set in an open world - having an open world makes it much more immersive, but don't expect to actually do much else other than the main missions.

There are street crimes to solve but those are defined by which desk you're currently working. There are landmarks to see, reels to collect (very tricky because you get absolutely no clue to where they are) and cars to drive. But the good part is the cases. Free roaming is fun because the city is faithfully recreated but there isn't much to do.

the first game i replayed MANY times since it was new in Aug 2002 on PC.

the 2nd game (which i also played on PC) is not as good as the first but it's still much better than lots of other games out there. it has a moment in the game here and there but it does not live up to the greatness of the first game.

they beat the GTA series if you ask me as the general gameplay/atmosphere and characters are just more interesting than GTA series.

Bun-Bun and playXray pretty much said it, while you can certianly go off adventuring as much as you'd like there's really no benefit of doing so (other than to tour the city and enjoy the views). There are some collectibles around and street crimes as they mentioned that work as a quick break form the main story action but that's about it. There's no other side mission type stuff like you'd find in GTA for the most part and yeah keep in mind you can only do so many street crimes per desk. All the street crimes pop up on radar so they're easy enough to track down as well.
