Possible to buy a netbook without an OS?

Hell, even with an OS, they're cheaper than they were two years ago. Keep searching NewEgg or Amazon.

Newegg ope box is where I got my Eeepc for $200 and it had Windows 7 Starter. Although my battery has died and needs to be replaced ( this might be due to a funky charger I got though). I guess you take a chance with open box. However, I have bought other stuff off open box and had no problems.
