I'm trying to work out what the difference between the Cyber Intelligence Sharing and Protection Act (CISPA) is and Stop Online Piracy Act (SOPA)

Surely it's not just something as basic as rewording the same package? If someone could explain this in laymans terms it'll be appreciated.
