Whilst quads sure are nice (I have a 2700k myself) for the kind of resolution he is looking to game at, an i3 should suffice. I'd echo the comments that you'll probably be best not downgrading your PSU though, also bare in mind to check not just the amount of watts that your PSU can supply, but that it supplies enough amps for your video card on the PCI-E rail. One thing common to cheap PSU's is that they often only provide enough ampage for low end video cards.

Also, out of your card choices I'd say the 6950 or 7850 are best. They both outpace the nVidia cards in the same price ranges.
