My computer won't go into sleep mode or shut down; how can I fix it?

I attempted to shut it down while in safemode and the issue still persisted. Any other ideas how to fix this?

Edit: Ok I known the cmd said it wasn't hardware related but...
Try unplugging your USB devices and network connection and try shutting down. Maybe something has a network share open? or maybe a USB device is hanging?

If no dice
From another known good computer burn a copy of Windows Defender Offline to CD or flash drive. Power off your system, insert disk, boot up the system and scan it.
If nothing shows up there... post a list of your installed software and try out DriverMax. Let's see what driver updates you have pending.

Still seems like it has not been solved. Shutting down and turning on sleep mode still hangs and does not complete.
