Is it possible to purchase a Windows 8 Pro key without downloading the setup? I already have the setup file with me and wish to purchase the key.

Download and run Windows Upgrade Assistant.
You can buy an upgrade key for ₹ १९९९ ($ 39.99) which can be used to install from any RTM based iso which allows Pro version installation. You can ONLY pay using Credit Card or PayPal in India. (Debit Cards not allowed)

This offer is valid till 31st January 2013.

So that key is valid for Full versions also? Is that a retail key or an upgrade key?

It's a Retail Upgrade key. But it can also be used to perform full installs on a blank hard drive. Only a small registry change needs to be made to activate later.
