What happened to my scroll bar?

I just recently noticed this, all my scroll bars look like this, see pic, in all my desktop programs. This is Windows 8 pro x64.Attached Image: 2012-11-22_093644.png

It looks like a typical Windows 8 style scrollbar to me.

and this...why are they so thin???? They were not like that last week.

In every other version of Windows you can alter the width of the scrollbar, usually in some sort of advanced settings of your style/theme. I've not used Windows 8 so they could have omitted that feature, but if your scrollbars are changing widths it's likely there is still an option there.
