I'll say RAM timings are to blame here or voltages or even both, make sure you set the timings and voltage manually.

What model is the mobo?

1st thing to do is make sure the BIOS is up-to-date. considering you cant even POST, you need to eliminate any potential bug in the code by updating your BIOS.
