How do you video chat in Live Messenger

The other side is using Windows 7 (and Vista) so when I login to my Win 8 Messaging, I see them online, but there are no icons for video chats or to enable camera. Where did the beloved Live Messenger go?

MS merged Windows live with Skype. Its all integrated now.

Yes, but it is not letting me videochat from skype to an older Live Messenger. I have asked all my contacts to switch to Skype, hopefully it will fix the issue soon, it is very tough trying to explain this to older generation.
