Media folder parser?

In short, I want media management software that can monitor a folder location and parse the video files from there (rename the file(s), put them in a folder, etc). Media Center Master has this functionality but I would preferably like to find free software that can do this.

Is there any free media management software that has this functionality built in?

I run Windows on my main systems, but I would be open to either Linux or Windows software that does this.

xbmc is the best I can think of. You can download it from here: http://xbmc.org/download/
Others are Zune and iTunes.
