Not entirely sure, but I would say 70s, without any apostrophe.

If I was asked to clarify, I would probably write either '70s or 1970s, but I think in common parlance 70s is more likely to mean 1970s than the literal decade of 70-80 AD.

'70s, because you are contracting the 19, and because you are referencing a plural amount of years within a decade and not implying that the decade owns something.
