There is a contraction of 19 though.

If I was asked to clarify, I would probably write either '70s or 1970s, but I think in common parlance 70s is more likely to mean 1970s than the literal decade of 70-80 AD.

I was around during the '70s.

I am in my 70's.

None of those are correct. Use the entire 4 digit years or repeat the errors that brought us to our doom in Y2K.
