If she insists on touch, you can buy a used older model tablet PC. They're not extremely light, but they have 2 finger touch support in addition to stylus support. I see a few HP 2730p laptops with SSDs for $250 on eBay,
such as this one. 128GB SSD and two batteries. Throw Windows 8 on there and it'll be pretty nice. Just make sure it has touch support first, the 2730p is configurable with pen-only input I believe.
EDIT: According to the description it does not support touch. I'm nearly positive there are configurations of the 2730p with touch support, even though this item says there aren't.
Here's one for $200 that shows it supports single touch input but has a slow and small 80GB 1.8" HDD.
