Tried VLC, works, but has some issues.

1: You have to setup the stream/transcoding EVERY time you start it, no way to save.

2: It's pretty unstable, stream just dies after a couple of hours and VLC.exe hangs, so you have to force close it in task manager and start it over again.

Windows Media Encoder does this very easily.

I wouldn't normally suggest WMA as a format, but for grabbing your line-in and offering a live stream the Windows Media Encoder is easy and does exactly what you want.

Any tutorials on setting up the stream?

When you're setting up your profile after first launch, don't encode to file, but rather choose a port to stream on. It's all in the same settings tab.

Choose your audio source as line in. Make sure your firewall has the port you chose to stream on open.
