[Q] how do i SSH into a tethered device?

So I have a RaspberryPi correct?  i also have it tethered to my phone over my cell providers network.  How do i go about SSH'ing into it??? it seems as though everyone within my family's plan seems to get the same ip address whenever i go to whatismyip.com on their phone 'over the network', not on the home wifi. Does every family have their own address or does every provider have their own public ip for each district/area? I would be eternally grateful if someone could please clarify this for me please :) thanks!

I am guessing on a Carrier network they are using Carrier Grade NAT so you would unlikely to be able to port forward.
