Windows 8.1 iso won't be available to the public

So if the MSDN/Technet ISOs don't upgrade from 7 to 8.1, is the only way to upgrade 7 -> 8.0 -> 8.1?

AFAIK Windows 7 to 8.1 is supported, you just have to reinstall your apps, so it's not a real upgrade. But it has nothing to do with specific ISO's being MSDN/Technet, it's just the way MS made it.

I was able to activate 8.1 with an 8.0 key on Oct. 18th. But shouldn't the activation servers always accept 8.0 keys? I mean, doesn't Windows also activate itself automatically when you upgrade through the Store?

Yes it does. At least as far as I know, I only use 8 RT and 8 "regular" it should be same for pro.
