These guys constantly shoot the bad guys.

 

So far it's gone on for 5 minutes with no sign of ending.

 

Has the game bugged?

 

How can I trigger the game to move on?

Well, the game tells you to destroy the one tunnel up the stairs and the other on the left end of the rail.

The game has not bugged, they will provide cover eternally until you destroy the two tunnels' ends.
