Which Internet Explorer version came with Windows 8.1; IE10 or IE11?

I am having a discussion with a third party and I am wondering... which Internet Explorer came with Windows 8.1 RTM (so not with the Update 1); IE10 or IE11?

In Windows 8.1 Update 1 came IE11 as I remember correctly....

 

And is there some (official) Microsoft-page (or Wiki or other source) referring to it?
