GNU/Linux and AMI Virtual Keyboard and Mouse (keymap, keys, scancodes)

I have a ASRock Rack C2750D4I which has IPMI and the ability to remotely control the machine even when it's off. The board works just fine with the exception of the keyboard in remote control mode while in GNU/Linux. My shell is BASH and it works just fine with a normal USB keyboard but when ever I use my keyboard through the Virtual Console Remote Control applet and use the keyboard in Linux, I'm unable to use the F-keys, they give me letters instead. I can't use my Swedish keys such as

[Radium]

I'm not asking for a quick fix to solve this problem. If you have any hints on how to troubleshoot this, feel free to give me hints. I'm quite new to Linux so I'm not familiar with all the tiny utilities. Anything that can help me get somewhere with this. If UEFI can interpret the virtual keyboard correctly then Linux should be able to as well. I would remap the whole keyboard if needed, as long as it solves my problem.
