Embed Favorites

What I am looking to do is to create a web page that will serve as a home page for my domain, and one thing I wanted to be able to do was incorporate the person who visits favorites folders automatically. Favorites are incorporated as part of the user's Roaming User Profiles, so it can either read them from a folder (see Question below) or from the profile. Keep in mind since the page is on a local intranet the security settings are relaxed hopefully making one of these possible.

Question: Is there any way to use enviroment variables in a web site (for example %username%) either in paths or in content?

i dont think there is a file which actually lists them i.e- there aint no html file which you can click on and gives you the links. there must be some way to "parse" the file and its contents and add it to a html file...
