Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next Windows Server 2003 service pack that contains this fix. All hotfixes come with that warning. A hotfix for ANY MS OS, released at ANY time undergoes very little testing. It is then tested further in a very detailed way, and if it passes / can be made to, becomes part of a service pack. Hotfixes are far from stable patches.
