[suggestion] - stickies more clear?

I'm seeing - as an example - people posting "Gmail Invites Here!!1" quite often, and there is a sticky for that, evidently some people miss the stickies.

The result? These poor innocent new members get flamed...

I was just wondering if there was some way of making it so that, maybe the first time you enter a forum area - it forces you to look at the sticky area, I'm not sure... its just that stickies are easy to miss - I tend to only look at them once, to see how strict a place is when I join.

I don't know... and if this has been suggested feel free to flame me, I haven't searched... I just looked over the thread titles.
