This Logon Screen is ment to be used with Logon Studio but the file itself (as any .LogonXP extension file) is a ZIP file itself.

So, if you manage to manipulate NTOSKRNL.EXE file resources, you can manually change the BMPs and UIFILEs to make it permanent without the need to install Logon Studio (Advanced users only).

Needless to say, the shot below shows three colors available, but it doesn't mean that the wallpaper is actually THAT on the shot:pp
