open it in notepad and look if it is an actual bat file.... if it is its going to be a bunch of commands in plain text

aah I think I know now.. i recently installed MSI Live Update.. so thats probably it.. ill just remove it then (and msi live update as-well, dont need it anyway)

Quick googling shows that it's something related to MSI LiveUpdate Online

Edit: ah, already fixed. There ya go ;)
Edit2: I so hate apps that leave such trash behind on root folder of drives or My Documents or whereever some dumb ****** has thought it would be funny to put his trash
