So what apps do Neowinians recommend for frame-accurate video trimming without re-encoding for various container formats or re-encode only that part of the video that is changed up to the nearest keyframe and the rest is smart encoded/smart rendered?

For MPG, I use an app. (you are welcome to suggest more alternatives)
For MOV and some MP4s, QuickTime does the job. (you are welcome to suggest more alternatives)
For WMV, there's Windows Media File Editor. (you are welcome to suggest more alternatives)
For MP4, there's Fame-Ring Smart Cutter. (you are welcome to suggest more alternatives)
For AVI? Anyone know any app? VirtualDub can only cut on keyframes when doing Direct Stream Copy.
For MKV?

Videoredo for h.264 MKV files, though I use it for trimming the adverts out of my HD TV captures.

Yes Videoredo does the job too. I found a great little free utility called AVIUtl for AVIs. (Originally Japanese but translated). Is like VirtualDub on steroids.
