I dunno about the Office 2013 window borders but the ones in the screenshots are the same as they are on Windows 7 as far as thickness, doesn't look like they change it at all. The only difference is that now because it's not glass and it has more color they stand out more.
The taskbar looks the same to me as well, at best it might be a few pixels taller to make hitting the systrey icons with a finger easier but that's just a guess.

The screenshot was taken at a higher DPI, so it's 25% larger than the standard size. The default taskbar - as far as we know - will remain the same size.
Yeah they bumped up the taskbar metrics it looks like (temporarily or permanently I don't know), the result of which is the increase of the icon sizes and the font size from 9pt to (it looks like) 11 pt in this shot.
