It's called Handwrite, and it's designed to allow handwriting recognition for Google searches on phones or tablets. In the video the very first example takes much, much longer to write on the screen than to just type it. In fact, it takes so long Google actually edited the shot to be shorter. Writing with your finger really isn't great.
