No. Just no. Of course Bush isn't responsible for the storm, but he is responsible for the terrible disaster response.
Nobody expects the president to do a rain dance to start or stop the rain... but there is an expectation that Americans won't be abandoned on their roofs for days, and that we should put at least as much effort into rebuilding our cities as we have rebuilding Iraq and Afghanistan.
Maybe you would be more sensitive about this subject if you actually knew people who died in that storm... any one of the nearly 2000, or any one of the countless who suffered from PTSD afterward.
